Former Senior Executive Service (SES) executive at the Centers for Medicare & Medicaid Services and CEO of Guidance Global Consulting, Anita Monteiro brings deep experience in federal change management, program design, and large-scale implementation. She leads strategic integration of R.E.A.C.H. across the Department of the Army, DoD, and healthcare environments to strengthen readiness and organizational performance.

Her background spans federal service, applied research, and leadership development, giving her a well-rounded perspective on human performance in complex settings.
